Wealth Management for Orange Park, Florida Retirees and Pre-Retirees

If retirement is a few years away and you live in Orange Park, a quiet question may keep coming up: is the money you've saved through NAS Jacksonville, a Clay County school, or a local hospital still set up the right way for the years ahead? SBC Wealth Management offers fee-based, fiduciary wealth management and investment advisory services to Orange Park pre-retirees and retirees. Stacy Summerlin, our Founder & Lead Advisor, brings more than 29 years of industry experience and is licensed in Florida and Georgia. Meet with her by appointment right here on Kingsley Avenue or at our main office in Yulee. Call 855-809-2894 to start the conversation.

Who Do We Serve in Orange Park?

Orange Park is a small riverside town of roughly 9,000 residents tucked into the northeast corner of Clay County, between the St. Johns River and Doctors Lake. It's also a community that skews toward the later stages of working life, with a median age of about 48 according to recent U.S. Census estimates. Plenty of the families here built their careers a few minutes up Roosevelt Boulevard at Naval Air Station Jacksonville, or closer to home at HCA Florida Orange Park Hospital, Baptist Medical Center Clay, and Clay County District Schools.

We work with Orange Park residents, roughly ages 50 to 75, who have done the hard work of saving and now want a professional keeping an eye on things so they don't have to manage every decision alone. The situations we hear about most often include:

  • Deciding what to do with a 401(k), 403(b), or Thrift Savings Plan balance when you retire
  • Pulling together accounts scattered across past employers and past duty stations
  • Making sure your investments still match how much risk you're comfortable taking as retirement gets closer
  • Weighing a pension's monthly payment against other savings as you look at your overall investment picture
  • Settling in after a move to Clay County and looking for a local advisor you can sit down with

If any of those sound familiar, you're in good company, and the rest of this page walks through how we approach them.

Why Orange Park Residents Work With SBC Wealth Management

A fiduciary is required to act in your best interest, and that obligation shapes everything we do. It's why we explain the reasoning behind a recommendation before we talk about anything else, and why every potential cost, including adviser, management, and custodial fees, is laid out for you before you decide to begin.

You'll also work with the same person from your first conversation onward. Stacy Summerlin has spent nearly three decades helping individuals and families make important financial decisions with clarity, and she believes informed clients make better decisions. As an Investment Adviser Representative of Gibbs Wealth Management, she provides investment advisory services, ongoing guidance, and regular reviews for clients across Northeast Florida and Coastal Georgia. You can meet Stacy Summerlin and learn more about her background.

Does Florida Tax Retirement Income in Orange Park?

Florida doesn't have a state personal income tax, which is one reason so many military and civilian retirees choose to stay in Clay County after their working years. Here's a general overview of the Florida rules that most often come up in retirement conversations:

  • No state income tax on Social Security, pension payments, or withdrawals from IRAs, 401(k)s, 403(b)s, and the TSP. Federal income tax still applies.
  • Homestead Exemption: qualifying homeowners can exempt up to $51,411 of assessed value for the 2026 tax year (two $25,000 portions, with the second now adjusted for inflation; the second portion doesn't apply to school taxes).
  • Save Our Homes cap: once your home is homesteaded, its assessed value can rise no more than 3% a year, or the change in inflation if that's lower.
  • Local millage: property inside Orange Park's town limits carries a town levy of 5.9500 mills for 2025, on top of county, school, and other levies, for a combined rate of roughly 18.15 mills. Many homes with an Orange Park mailing address sit in unincorporated Clay County and are taxed at a different rate.
  • No estate or inheritance tax at the state level.

Florida voters will also decide a proposed constitutional amendment on November 3, 2026, that would change the homestead exemption for non-school taxes. Current law stays in place unless at least 60% of voters approve it.

Taxes don't decide your investment strategy, but they belong in the conversation. The account you draw from and when you draw from it can affect what you keep, so we look at your accounts with that in mind and encourage you to coordinate with your tax professional. SBC Wealth Management doesn't provide tax or legal advice.

Planning Tip

for Orange Park Residents

Military life near NAS Jacksonville often means retirement accounts opened in several states over a career. Once you're a Florida resident, withdrawals from those IRAs, 401(k)s, and TSP balances aren't subject to state income tax, but each account still follows its own plan rules and its own required minimum distribution schedule. Keeping a current list of every account, who holds it, and who your beneficiaries are makes later decisions much easier.

How SBC Wealth Management Helps Orange Park Investors

Our wealth management services are built around three connected pieces, each shaped by your goals, your timeline, and your comfort with risk.

Wealth management. We start by understanding the whole picture: what you've saved, where it's held, what you want it to do, and what worries you most. From there, you receive personalized guidance that ties your investments to the life you're planning in Orange Park and beyond.

Ongoing investment oversight. Based on your objectives and risk tolerance, we select professionally managed model portfolios designed and maintained by third-party investment managers. We monitor your account on an ongoing basis and recommend changes as your goals, your circumstances, or market conditions change, so your strategy doesn't sit untouched for years.

Retirement planning support. We help you see how your savings, investments, income needs, and long-term goals fit together, both as you approach retirement and once you're in it. For a Clay County teacher or a Fleet Readiness Center employee, that might mean looking at how a pension, a retirement account, and Social Security work alongside one another.

Before you begin, you'll receive Gibbs Wealth Management's Form CRS and Form ADV, which explain our services, fees, and conflicts of interest in plain language. We're glad to walk through them with you.

Retirement Investing Questions We Hear in Orange Park, FL

  • Where can I meet with SBC Wealth Management near Orange Park?

You can meet with Stacy by appointment at The Nest Coworking Space, 630 Kingsley Ave., Orange Park, FL 32073. The office isn't staffed full-time, so please call 855-809-2894 to schedule. Our main office is at 57 Homegrown Way, Unit 301, in Yulee, and we also meet by appointment in Jacksonville and St. Simons Island, or by phone.

  • Does Florida tax retirement income for Orange Park residents?

No. Florida has no state personal income tax, so Social Security, pension payments, and withdrawals from IRAs, 401(k)s, and the TSP aren't taxed by the state while you're a Florida resident. Federal income tax still applies. Property taxes depend on whether your home is inside Orange Park's town limits or in unincorporated Clay County.

  • I'm a civilian employee at NAS Jacksonville. Can you help me decide what to do with my TSP when I retire?

Yes. We can talk through your choices, which may include leaving your balance in the TSP, moving some or all of it to an IRA, or a combination. We look at how each option fits your goals, timeline, risk tolerance, and other savings, and we explain the costs and trade-offs of each before you decide. The choice is always yours.

  • Our military family has moved several times. Can you help us organize accounts from different employers and states?

Yes. Military spouses in Orange Park often have retirement accounts from jobs in several states, plus a service member's TSP. We start by listing every account, who holds it, how it's invested, and who the beneficiaries are. From there, we can discuss whether consolidating some accounts would make them easier to oversee, and how they fit your plans together.

  • I'm retiring from Clay County District Schools. Can you help me think through my FRS decisions?

We can help you see how your Florida Retirement System benefit fits with the rest of your savings, such as a 403(b) or 457 account. Whether you're in the Pension Plan or the Investment Plan, we'll look at how it works alongside your other accounts, your income needs, and your comfort with risk, so your FRS choices are made with the full picture in view.

  • When should I start working with an advisor before retiring?

Many people find it helpful to begin five to ten years before they plan to retire. That gives you time to review how your accounts are invested, line them up with your risk tolerance, and think through decisions like rollovers or pension options without rushing. It's still worthwhile to start closer to retirement, or after you've already retired.

  • What does it mean that SBC Wealth Management is a fiduciary?

A fiduciary is required to act in your best interest and may not put its own interests ahead of yours. For you, that means recommendations are based on your goals, timeline, and comfort with risk, and any conflicts of interest are disclosed to you. Gibbs Wealth Management's Form CRS and Form ADV describe these obligations in detail.

  • How is SBC Wealth Management paid?

SBC Wealth Management is fee-based. You pay an asset-based advisory fee, and we don't earn commissions on advisory accounts. Every potential cost, including adviser, management, and custodial fees, is disclosed up front, so you know what you'll pay before you begin. You'll also receive Gibbs Wealth Management's Form CRS, which explains fees in plain language.

  • What happens at a complimentary retirement review?

It's a relaxed, no-pressure conversation with Stacy, in person or by phone. You'll talk about your goals, your timeline for retirement, how much risk you're comfortable taking, and the accounts you have today. You'll leave with a clearer view of where you stand, and there's no obligation to move forward.

  • How is SBC Wealth Management related to Summerlin Benefits Consulting?

They're separate businesses. Advisory services are offered through SBC Wealth Management, which operates through Gibbs Wealth Management (“GWM”), an SEC‑registered investment adviser. Insurance products and services are offered through Summerlin Benefits Consulting Inc., which is independent of GWM. This page describes only SBC Wealth Management's advisory services.

What Does Working Together Look Like Over Time?

Choosing an advisor is the start of a relationship, not a one-time transaction. Once you're a client, we monitor your account on an ongoing basis and review it periodically to make sure it still lines up with your goals and the amount of risk you're comfortable taking.

Life in Orange Park doesn't stand still, either. A retirement date that moves up, a final move after a last duty station, an inheritance, or a change in how you feel about risk can all call for a fresh look, as can significant shifts in the markets. When that happens, we review your account again and recommend adjustments where they make sense, and you'll have one consistent point of contact in Stacy the whole way through.

From the shade of the oaks along Kingsley Avenue to the river views off Park Avenue, Orange Park is a place people choose to stay. If you'd like a clearer picture of how your savings fit the retirement you have in mind here, we'd be glad to help.
